Silvia Mínguez is a senior associate in the Administrative Law, Planning and Zoning, Real Estate and Environmental practice areas at the Bilbao office.

She has extensive experience in the following:

• Advice to the public and private (bidder) sectors in public procurement matters, from the preparation and award of contracts to their amendment and termination, covering all types of contracts (works, services, supplies, public works concessions, etc.). Legal counsel in special appeals involving contracts for works/services
• Advice to the public and private sectors in planning and zoning matters (town planning, management and zoning enforcement) Advice on planning and zoning due diligence processes
• Advice on sector issues (roads, transport, telecommunications, mines, water bodies, coastline, energy, etc.)
• Legal counsel on government grants and public assistance, particularly in reimbursement matters
• Legal counsel in all types of administrative proceedings, including penalty proceedings
• Case management in judicial review proceedings
• Preparation and analysis of real estate agreements and reports (sale and purchase, lease, purchase options, etc., on properties and land)
