Profile

Scott advises on regulatory and administrative law matters across the energy sector, with an emphasis on oil and gas, pipeline, and electricity regulation. He represents energy producers, pipeline companies, utilities, and industry participants on rate applications, tariff and toll design, facilities applications, and related matters before the Alberta Utilities Commission, the Canada Energy Regulator, the Alberta Energy Regulator, and other federal and provincial regulatory bodies.

Prior to joining Lawson Lundell, Scott served as Legal Counsel at the Alberta Electric System Operator, where he advised on the ISO Market Rules and the ISO Tariff. Before the AESO, Scott spent over three years as Legal Counsel at the Alberta Energy Regulator, advising hearing commissioners and delegated decision-makers on applications, statements of concern, and regulatory appeals. He also provided legal support on compliance and enforcement matters and regularly appeared in court on insolvency matters in the mining and oil and gas sectors.

Scott has appeared before the Court of King's Bench of Alberta, the Federal Court and a range of administrative tribunals. Earlier in his career, he practiced administrative law at a boutique firm, where he served as independent counsel to a tribunal for over 100 hearings and represented self-governing professional colleges, municipalities and statutory officers. He also served as Board Officer for the City of Edmonton Assessment Review Board, providing advice on over 400 hearings.

Professional Career

Significant Accomplishments
* Drafted ISO rules for the Alberta Electric System Operator's Restructured Energy Market.
Supported applications to the Alberta Utilities Commission related to the AESO's ISO Market Rules and Tariff.
* Co-authored "Alberta's Electricity Regime Overhaul: Implications of the Current and Evolving Regulatory Environment for Power Generation" (2025 CanLIIDocs 3038) in the Alberta Law Review.
* Advised the Alberta Energy Regulator on industry applications under Alberta's energy and specified enactments, including the Environmental Protection and Enhancement Act, the Water Act, and the Public Lands Act.
* Successfully represented the Alberta Energy Regulator in several insolvency proceedings to ensure that environmental liabilities were appropriately addressed.
* Established a legal seminar series for the Alberta Energy Regulator's compliance branch, providing guidance to over 150 team members on enforcement trends and regulatory risk.
