Profile

Roxanne Hilton works with a variety of healthcare providers and healthcare organizations. She advises clients with medical malpractice and professional liability issues, including compliance with the Health Insurance Portability and Accountability Act (HIPAA), Health Information Technology for Economic and Clinical Health Act (HITECH), Stark Law, and Anti-Kickback Statute.


Roxanne has experience representing client's interests before state, federal and administrative agencies. She conducts mental health parity examinations for both self and fully insured plans to ensure compliance with the Mental Health Parity and Addiction Equity Act (MHPAEA) and Consolidated Appropriations Act (CAA) 2021.



Roxanne previously worked as a deputy attorney general at the Office of the Indiana Attorney General where she investigated regulatory compliance issues and reviewed policies regarding regulatory controls and reporting requirements. She represented the state before medical licensing boards, including pharmacy, nursing, medical, physical therapy, and health facility administrator boards.
