Maria José Morales is a Counsel in the Administrative Law, Planning and Zoning, and Environmental practices. She has broad experience in all areas of administrative law, and particularly administrative contracts relating to the construction and financing of public healthcare infrastructure, and also in legal review procedures, in projects for the implementation of shopping centers and in the preparation of allegations in connection with zoning instruments.

She specializes in public subsidies, with extensive expertise in preparing and supporting applications, establishing regulatory bases and, in particular, in refund or financial control proceedings brought against beneficiaries. She also has a wealth of experience in preparing appeals in the administrative and judicial review jurisdictions (including cassation appeals before the Supreme Court).

She has also taken part in the drafting of bills and reports on constitutional matters (particularly jurisdictional issues), the regime of financial liability of the public authorities, institutional reorganization, on public assets, ports, and zoning, among others.

Maria José Morales has been a speaker at numerous conferences organized by IE Business School, IIR, the Institute of Autonomous Studies of the Balearic Islands Regional Government, and CECAP, among others.

Maria José Morales is a member of the Madrid Bar Association.
