Joshua Rees focuses his practice on renewable energy projects as well as a variety of Indian law issues for tribal clients. Josh has been involved in complex negotiations regarding Indian water rights settlements, mining on tribal lands and negotiations for intergovernmental agreements and contracts. Josh also has extensive experience in human resources, tribal economic development, and a myriad of other issues as it pertains to tribal governance and tribal operations.

Before joining Quarles & Brady, Josh served as the Deputy Attorney General of the Tohono O'odham Nation in Sells, Arizona. He also spent time as an in-house attorney for the Menominee Indian Tribe of Wisconsin and the Ho-Chunk Nation Trial Court.

His experience includes:

• Working closely with state and Federal parties, as part of a tribal negotiating team that met regularly in furtherance of the tribe's water settlement.


• Negotiating an agreement between a tribe and mining company that provided financial incentives for the tribe while larger scale discussions regarding resumption of operations were ongoing.


• Finalizing sales agreements for the sale of water storage credits.


• Negotiating tribal 638 Contracts.


• Amending a tribe's water code and ushering it through the Federal approval process, making one of the only Secretarial approved water codes in the Nation.


• Drafting tribal personnel policies and representing tribal departments in grievance hearings.
