Javier Toribio is a counsel in the Administrative Law, Planning and Zoning, Environmental and Administrative Litigation areas, pursuing his practice in the Public Law department for southern Spain (Andalucía, Extremadura and the Canary Islands). He advises companies and individuals in their dealings with public authorities and public sector entities.

He has extensive experience in the following fields: mining, water, coasts, ports, renewable energy, planning and zoning, the environment, public property, condemnation, State aid and subsidies, public procurement, pharmaceuticals, tourism, consumer protection, domestic trade, and penalty proceedings in all areas of administrative law.

He conducts cases before the judicial review courts, defending the interests of individuals and private entities in disputes with the public authorities.

He provides recurring advice to industrial companies and, in particular, to companies in the chemical and mining sectors on the establishment and pursuit of extractive industries.

He also prepares opinions and reports on planning and zoning issues, advising developers on these matters for the development of residential and commercial areas, as well as industrial estates and zones.

He has coordinated studies, opinions and reports for the purpose of providing technical and legal assistance to public authorities on legislative initiatives and implementing regulations.

He is a lecturer in administrative law at the Faculty of Law of Universidad Pablo de Olavide (UPO).

He has participated as a speaker in numerous symposiums and forums and has taught courses at various academic institutions, including:
