Carlos Ernesto Gonz lez Ram rez is a Partner and leads the International Trade & Logistics, Antitrust & Consumer Protection, and Insurance & Reinsurance practice areas at Morgan & Morgan. He also has a prominent role in the Corporate & Commercial Law, Real Estate, Project Development & Public Procurement, Telecommunications, Technology & Data Protection, and Constitutional Law & Defense of Human Rights.

With over 35 years of experience, Carlos Ernesto regularly advises multinational corporations on mergers and acquisitions, joint ventures, regulatory matters, and complex commercial transactions. His practice includes structuring multinational headquarters in Panama and managing their regulatory and contractual operations. In the field of competition and consumer protection, he has been involved in transactions related to antidumping measures, safeguards, and merger approvals before antitrust authorities across various industries. He also has extensive experience in dispute resolution, including both domestic and international arbitration, and has been appointed by the Government of Panama as an arbitrator and conciliator for the International Centre for Settlement of Investment Disputes (ICSID).

Carlos Ernesto has contributed to Panama's regulatory framework, participating in the drafting of key legislation such as the Competition and Consumer Protection Law, the Multinational Companies Headquarters Law, the Transparency in Public Management Law, and the establishment of the Panamanian Food Safety Authority. He serves as President of the Panama/Japan Friendship Association, Vice President of Fundacion Libertad, and is a member of several advisory boards, including the Ibero-American Institute of Constitutional Law - Panama Section. He is also the Secretary of the Fundacion Unidos por la Democracia and a board member of Voluntarios de Panama.
