Profile
Accomplished in the area of chemicals regulation, Greg guides clients through the complexities of regulatory, compliance, litigation, enforcement, and transactional matters. His environmental law leadership spans key sectors in addition to chemicals, including manufacturing, pesticides, oil and gas, mining, transportation, banking, and finance. Greg also has extensive experience with the acquisition and sale of environmentally-impaired properties, voluntary cleanups, liability transfers, and brownfield redevelopment, including renewable energy projects. And he has a knack for turning the complicated into clear, comprehensible concepts. Chambers USA has praised his "exceptional ability to make complex issues understandable" (2024).
Greg is co-chair of the firm's chemical regulatory and PFAS practice groups and a member of Hunton's team designated Environmental Group of the Year by Law360 13 times since 2011. He played a pivotal role in shaping early PFAS contamination enforcement actions and is frequently sought for his analysis of EPA's statutory and regulatory authorities on such matters. He has also negotiated settlements in other EPA enforcement actions-particularly under TSCA and FIFRA-that have saved clients millions of dollars in potential penalties.
With over two decades of experience in environmental law, Greg brings a perspective distinctly shaped by his prior tenure as a senior attorney at the US Environmental Protection Agency (EPA), where he served as lead attorney on cleanup enforcement cases at Superfund sites with remedies exceeding $1 billion. He worked on CERCLA matters, authored national guidance documents, and drafted model settlement documents used by EPA nationwide. His inside-the-agency insight helps him resolve difficult regulatory and enforcement matters, particularly those involving PFAS, CERCLA/Superfund, TSCA, FIFRA, and RCRA, and helps his clients trust his judgment.
Greg's public and private sector experience enables him to anticipate government decision-making and develop practical, strategic solutions to legal and policy challenges.
In addition to his legal practice, Greg is an adjunct professor at William & Mary Law School, where he teaches Environmental Law and the Regulation of Toxic Substances and Hazardous Waste.
