With a career encompassing both private practice and high-level government service, Andrew brings a rare combination of legal knowledge and practical insight to environmental and infrastructure projects.
Andrew works closely with regulatory authorities at the federal, state, and local levels, including the EPA, Army Corps of Engineers, Fish & Wildlife Service, National Marine Fisheries Service and Coast Guard. He crafts innovative strategies that drive successful outcomes in complex permitting, compliance, and litigation settings-often navigating clients through multi-agency regulatory frameworks involving wetlands, endangered species, federal lands, and offshore resources.
Andrew has helped shape key environmental policies, worked on matters resulting in landmark court decisions, and aided organizations in delivering critical infrastructure, valuable resources and products, and residential and commercial developments while advancing sustainable business goals. His experience covers all major environmental statutes, including the Clean Water Act, NEPA, ESA, MBTA, BGEPA, and NHPA. He is frequently called on to provide strategic guidance on business decisions, represent clients before agencies and courts, and manage high-profile litigation-including the preparation and filing of influential amicus briefs in appellate courts.
Clients value Andrew's proactive and solution-driven approach, through which he consistently delivers results-whether securing permits for complex energy and land development projects, defending against enforcement actions, or reforming industry-wide regulations. His work spans energy and water providers, government agencies, developers, consumer product companies, offshore ventures, maritime operators, and trade associations.
Prior to private practice, Andrew served as Senior Counsel for Oceans and Environmental Affairs in the US Coast Guard, Chief of General Law for the Coast Guard, and counsel with the National Oceanic and Atmospheric Administration, focusing on endangered species, natural resources, the marine environment and international law. He also served as a Judge Advocate in the US Air Force where he focused on environmental, administrative and criminal law.
